    I looked up the original text of the criminal code in Colorado. There are some issues you might have to worry about. I’m not a lawyer so this is just my own reading of the code I’m offering here.
    One you need to worry about are the prostitution statute. It prohibits oral, anal, or masturbation between two people for money or things of value. If your services strictly avoid that, you might be okay on this one. But if you run a house of prostitution (that is, a place where prostitution occurs and which facilitates it) you can be responsible, even if prostitution is against your policies.
    The other is “promoting immorality,” basically, designed to prohibit sex clubs, in which the owner profits from promoting adultery. It refers to “sexual intercourse” and “deviate sexual intercourse” which AFAICT refers to oral or anal sex.
    Plus, there’s the local laws to consider: you don’t need to just be running a legal business, there’s also zoning and such to worry about.
    I would probably consult a local lawyer, to get the full story and to get recommendations about how to protect yourself and document your expectations to defend yourself in case you later get prosecuted for one of these facilitation-related things…

    That would be a local city law. You will have to check with city hall where you want the business to be to see if they will permit it.
